The philosophy is the knowledge that the populace in developing countries have profound barriers to obtaining eye health . These include:

- Non accessibility of care due to distance
- Unavailability of eye doctors, activities of quacks and unqualified people and thus
- Uncertainty concerning outcome of treatments
- Cost of care
- Time constraints as it may take a whole day to obtain consultation from overworked eye doctor. In desperation using traditional eye medicines or folk remedies.

Adequate ventilation, illumination and cleanliness of the site is mandatory
Confidentiality of consultation is maintained whatever the stucture chosen
Simple tools for examination is used, that may not need external electricity source.
Simple basic treatment is offered depending on the budget be offered treatment
Referral to an eye specialist nearby facility affiliated to us, or to us if none is nearby is done for situations that need further assessment and follow-up
